HB 1680 Summary

• Establishes a 1.5% prepaid wireless E911 surcharge on all prepaid wireless telecommunications services purchased in retail transactions within Hawaii.

• Requires sellers to collect the surcharge from consumers at point of sale and separately list it on invoices or receipts.

• Allows sellers to retain 3% of collected surcharges for administrative expenses and remit the balance semiannually to the enhanced 911 fund.

• Reduces the standard enhanced 911 surcharge rate from 66 cents to 65 cents per month for communications service connections, effective July 1, 2021.

• Makes the prepaid wireless E911 surcharge the sole funding obligation for enhanced 911 services on prepaid wireless telecommunications in Hawaii, effective July 1, 2050.
