H.B. 1683 Summary

• Requires the Department of Labor and Industrial Relations (DLIR) to develop and implement a high school apprenticeship program in public and charter schools with grades 9-12 throughout Hawaii.

• Program shall provide instruction and training to student apprentices to meet occupational licensing requirements established by the Department of Commerce and Consumer Affairs.

• Mandates the Department of Education and Department of Commerce and Consumer Affairs to provide assistance and cooperation to DLIR at their own cost for program development and implementation.

• Requires annual progress reports to the Legislature beginning with the 2021 regular session, including program status, timelines, scope, roles of participating departments, financial/legal impediments, and proposed legislation.

• Appropriates funding from general revenues for fiscal year 2020-2021 to develop and implement the high school apprenticeship program; takes effect July 1, 2020.
