Amends Chapter 489, Hawaii Revised Statutes to establish gender equity requirements for public restroom facilities in Hawaii.

Requires public amusement facilities that are constructed, renovated, or installed after January 1, 2021 to provide two female-use toilets for each male-use toilet and two female-use toilets for each male-use urinal.

Defines "public amusement facility" to include zoos, theaters, convention centers, sports arenas, stadiums, state parks, county parks, amusement parks, fairgrounds, and carnivals.

Exempts restrooms and toilet facilities designed for multi-gender use and defines "renovated" as structural remodeling involving 50% or more of restroom square footage, excluding reroofing, cosmetic remodeling, and mechanical system alterations.

Takes effect upon approval with applicability to facilities constructed, renovated, or installed on or after January 1, 2021.
