Requires the Board of Land and Natural Resources to convert Ala Wai boat harbor to a condominium property regime under chapter 514B.

Authorizes the board to offer leasehold condominium boat slips for sale to current tenants who lease boat slips as of June 30, 2020, and are not in arrears on payments.

Establishes a 65-year lease term for purchased boat slips with option to renew for an additional 65-year term upon completion.

Exempts owners of leasehold condominium boat slips from moorage fees required under section 200-10.

Requires all revenues from leasehold condominium boat slip sales to be deposited into the boating special fund and allocated by the board for maintenance of Ala Wai boat harbor.
