Creates a new bargaining unit (15) for state and county ocean safety and water safety officers, separate from the existing state law enforcement officers bargaining unit (14).

Modifies Hawaii Revised Statutes Section 89-6 to add the new bargaining unit (15) to the list of appropriate bargaining units and adjusts voting structures for collective bargaining negotiations to include this new unit.

Updates Section 89-11 to include bargaining unit (15) in the impasse resolution procedures involving mediation and arbitration for collective bargaining disputes.

Protects existing rights, benefits, and privileges of ocean safety and water safety officers during transition to the new bargaining unit, with no break in service and continuation of current collective bargaining agreement until a new agreement is negotiated for unit (15).

Takes effect upon approval.
