Requires the Department of Land and Natural Resources to acquire by eminent domain the seawall and underlying real property located at or near the seaward boundaries of property between 2943 and 3019 Kalakaua Avenue on Oahu.

Appropriates $100 from general revenues for fiscal year 2019-2020 to compensate property owners for the taking of the seawall and underlying property.

Appropriates additional funds (amount left blank in bill) from general revenues for fiscal year 2019-2020 for repair and maintenance of the entire seawall and underlying real property.

Establishes that the seawall acquisition is for the purpose of improving public safety and enabling continued public access to the beach, shoreline, and ocean, following 65 years of public use and state maintenance.

Takes effect on July 1, 2019.
