Amends Hawaii Revised Statutes Section 11-364 to establish procedures for handling excess nonresident campaign contributions.

Requires candidates or candidate committees to return excess nonresident contributions to one or more nonresident contributors of their choosing within 30 days of receiving notice from the Campaign Spending Commission after the final election period report.

Any excess nonresident contributions not returned within 30 days shall escheat to the Hawaii election campaign fund.

Candidates, candidate committees, or noncandidate committees that comply with these requirements prior to administrative action initiation are exempt from fines under Section 11-410.

Takes effect November 4, 2020.
