Increases the administrative fine limit for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence if they received at least one contribution exceeding $10,000 or made expenditures over $10,000 in an election period.

Allows fines assessed against both individual persons and noncandidate committees to be calculated at up to three times the amount of an unlawful contribution or expenditure, in addition to the per-occurrence fine limits.

Authorizes the Campaign Spending Commission to order that fines assessed against noncandidate committees be paid from the personal funds of the committee's officers.

Removes reference to section 281-22 from the scope of violations subject to commission enforcement actions.

Provides that the Act does not affect rights, duties, penalties, or proceedings that occurred before its effective date.
