HB 1708 Summary

• Amends Hawaii Revised Statutes Section 11-341 to redefine "disclosure date" as the date an electioneering communication is publicly distributed, rather than when expenditures reach $2,000 in aggregate.

• Expands the definition of "electioneering communication" to include advertisements sent by any mail rate (removes previous "bulk rate" restriction) and removes the exclusion for communications that constitute organizational expenditures.

• Requires persons making electioneering communication expenditures exceeding $2,000 annually to file statements of information with the commission within 24 hours of each disclosure date.

• Removes the provision treating executed contracts as expenditures for purposes of determining when a person is deemed to have made a campaign expenditure.

• Takes effect upon approval.
