Extends the deadline for the employees' retirement system to submit compliance reports to the legislature from 2020 through 2025, requiring submission at least twenty days prior to regular legislative sessions.

Amends Act 87, Session Laws of Hawaii 2015 to add reporting years 2021, 2022, 2023, 2024, and 2025 for state and county departments and agencies' compliance with section 88-103.7, Hawaii Revised Statutes.

Delays the effective date of Act 87 from July 1, 2020 to July 1, 2025, providing additional time for departments to comply with new employees' retirement system reporting standards.

Maintains the requirement that all state and county departments and agencies cooperate with the employees' retirement system when reasonable requests for information are made.
