Permanently reinstates liability protections for county lifeguards that were repealed on June 30, 2017, originally provided under Act 170, Session Laws of Hawaii 2002

Exempts county lifeguards, employing counties, and the State from civil liability for acts or omissions while providing rescue, resuscitative, or lifeguard services on beaches or in the ocean within the scope of employment

Maintains exception to liability exemption for claims arising from a lifeguard's gross negligence or wanton acts or omissions

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date
