Reinstates liability protections for county lifeguards and employing counties that were previously provided under Act 170, Session Laws of Hawaii 2002, which expired on June 30, 2017.

Shields county lifeguards, employing counties, and the State from civil liability for acts or omissions while providing rescue, resuscitative, or other lifeguard services on beaches or in the ocean within the scope of employment.

Exceptions to liability protection do not apply when civil damages claims arise from a county lifeguard's gross negligence or wanton acts or omissions.

Adds a new section to Chapter 663, Hawaii Revised Statutes, to codify these liability protections permanently.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
