Reinstates liability protections for county lifeguards that were previously repealed on June 30, 2017, by adding a new section to Chapter 663 of the Hawaii Revised Statutes.

Exempts county lifeguards, their employing counties, and the State from civil liability for acts or omissions while providing rescue, resuscitative, or other lifeguard services on beaches or in the ocean within the scope of employment.

Exception to the liability exemption does not apply when civil damages arise from a lifeguard's gross negligence or wanton act or omission.

Clarifies that the Act does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.

Takes effect upon approval.
