Creates a new misdemeanor offense of "unauthorized detention of propelled vehicle" in Hawaii Revised Statutes Chapter 708, Part IV.

Applies when a stolen vehicle is obtained from another person without making a reasonable inquiry about whether that person had the legal right to sell or deliver the vehicle.

Covers vehicles stolen under theft in the first, second, third, or fourth degree, or unauthorized control of propelled vehicle statutes.

Requires reckless or negligent conduct rather than proof of knowledge that the vehicle was stolen, lowering the burden of proof for prosecutors.

Takes effect upon approval; does not affect rights, duties, or proceedings begun before the effective date.
