Prohibits manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with capacity exceeding 10 rounds for all firearms, removing the current limitation that applied only to pistols.

Allows magazines originally designed for more than 10 rounds to be possessed if permanently modified to hold no more than 10 rounds and cannot be readily restored to higher capacity.

Permits law enforcement agencies and duly authorized law enforcement officers to acquire, possess, and use large-capacity magazines exceeding 10 rounds for official purposes.

Establishes violations as a misdemeanor when a prohibited magazine is possessed separately, but elevates to a class C felony when a prohibited magazine is inserted into a firearm.

Takes effect upon approval and aims to reduce gun violence by restricting access to large-capacity magazines used in mass shooting incidents.
