Transfers authority to grant concealed or unconcealed firearm licenses from county police chiefs to the state Attorney General in exceptional cases where applicants show reason to fear injury to person or property.

Restricts county police chiefs' authority to grant unconcealed firearm licenses to applicants employed and on duty with guard agencies that comply with section 463-10.5.

Requires all license applicants to complete a firearms safety or training course within 180 days prior to application, as described in section 134-2(g)(2), (3), or (4).

Increases the license application fee from $10 to $100 per application and changes deposit of fees from individual counties to the state treasury.

Makes firearm licenses granted by the Attorney General valid statewide, while licenses granted by county police chiefs for guard agency employees remain valid only within that county.
