Amends Hawaii Revised Statutes Section 706-606.5 to add abuse of a family or household member (Section 709-906(7), (8), or (9)) to the list of Class C felonies that trigger mandatory minimum sentencing for repeat offenders.

Applies mandatory minimum imprisonment without possibility of parole to individuals convicted of these felonies who have prior convictions for murder, Class A felonies, Class B felonies, specified Class C felonies, or any felony conviction from another jurisdiction.

Renumbers subsequent felony provisions in the sentencing statute to accommodate the addition of family abuse offenses.

Clarifies that the Act does not affect rights, duties, or proceedings that were already in progress before the effective date.

Takes effect upon approval.
