Amends Hawaii Revised Statutes Section 708-800 to expand the definition of "property" used in property crime statutes to explicitly include intellectual property.

Adds that "property" includes property stored in an electronic medium that is retrievable in a perceivable form.

Maintains existing language that commodities of public utility nature (gas, electricity, steam, water) constitute property, but their supply through external infrastructure is a service rather than a sale.

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Takes effect upon approval.
