Amends Hawaii Revised Statutes Section 853-4(a) to add violation of privacy offenses to the list of crimes ineligible for deferred acceptance of guilty plea or nolo contendere plea.

Excludes violation of privacy in the first degree from qualifying for deferred plea agreements.

Excludes violation of privacy in the second degree under sections 711-1111(1)(d), (e), (f), (g), or (h) from qualifying for deferred plea agreements.

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings that began before the law's effective date.
