Amends Section 183D-5(b) of Hawaii Revised Statutes to include section 183D-66 violations in wildlife offense penalties.

Requires forfeiture of all animal parts, products, or items containing prohibited animal parts used in violating wildlife laws; applies to first, second, and subsequent convictions.

For second and subsequent convictions, adds firearms to items that must be forfeited and disposed of by the State.

Changes penalty language from "not less than" to "no less than" and "not more than" to "no more than" for first offense ($200 minimum), second offense within 5 years ($1,000 minimum), and third or subsequent offense within 5 years ($2,000 minimum).

Takes effect upon approval; does not affect rights, penalties, or proceedings that began before the effective date.
