Reinstates the definition of "precinct" as the smallest political subdivision established by law in Hawaii Revised Statutes Section 11-1.

Amends the definition of "district" to mean the district of political representation associated with a state representative, removing the previous reference to "the fewest eligible voters in a particular election."

Updates voter registration notices to include precinct information alongside district and current street address within thirty days of registration.

Replaces references to "district" with "precinct" throughout election statutes in sections governing voter challenges, natural disasters, election proclamations, and voting by mail procedures.

Takes effect upon approval and facilitates election administration following the statewide mail-in voting system established by Act 136, Session Laws of Hawaii 2019.
