Requires builders of new one- and two-family dwellings to provide buyers with written materials prepared by the state fire council detailing benefits of residential fire sprinkler systems prior to agreeing on final pricing.

Mandates builders provide written cost estimates for installing and maintaining a residential fire sprinkler system, with buyers acknowledging receipt on a form filed with the appropriate county fire department.

Allows buyers to request installation of a residential fire sprinkler system or other fire suppression system at the buyer's expense.

Establishes civil penalties of $75-$150 for first willful violations and $100-$250 for subsequent violations.

Requires each county fire department to develop a standard form documenting buyer receipt of materials, cost estimates, and acceptance or rejection of fire sprinkler installation; effective July 1, 2025.
