Authorizes the State Fire Council to use funds from the reduced ignition propensity cigarette program special fund to support statewide fire prevention, education, safety, and preparedness programs, particularly for youth, seniors, and persons with disabilities.

Allows the State Fire Council to employ one full-time administrator and one full-time assistant to manage the reduced ignition propensity cigarette program, including adopting administrative rules, receiving manufacturer certifications, and maintaining a list of certified cigarette brands and styles.

Permits the State Fire Council to expend funds from the special fund for costs of statewide fire prevention and safety programs, including salaries for administrative personnel supporting these initiatives.

Takes effect on July 1, 2020.
