Authorizes the state fire council to employ additional staff as needed for the reduced ignition propensity cigarette program, beyond the previously mandated one full-time administrator and one full-time assistant.

Allows program employees to be hired without regard to chapters 76 and 89 of Hawaii Revised Statutes, providing exemptions similar to other state fire council staff.

Permits the administrator, assistant, and other necessary staff to be employed on either a part-time or full-time basis, providing greater flexibility in job classifications.

Maintains the program's core responsibilities including adopting administrative rules, receiving manufacturer certifications for approximately 600 cigarette brands and styles, verifying tax stamp compliance, and conducting laboratory testing as needed.

Takes effect upon approval and amends Section 132C-9 of Hawaii Revised Statutes to implement these employment flexibilities.
