HB 1763 Summary

• Amends Hawaii Revised Statutes Section 84-18 to expand post-employment restrictions on lobbying and representing clients before the state.

• Prohibits former legislators from representing any person or business for compensation regarding any administrative action (not just matters they directly participated in) for 12 months after termination of employment.

• Expands the list of high-ranking state officials subject to a 12-month post-employment prohibition from representing any person or business on any legislative or administrative action, including the governor, lieutenant governor, attorney general, department directors, university president, and public utilities commission members.

• Excludes permanent legislature employees in clerical, secretarial, or similar positions from the new restrictions and exempts individuals employed by the state for less than 181 days.

• Effective date: July 1, 2021.
