HB1764 Summary

• Amends Section 84-17 to simplify the definition of "disclosure period" as the period from January 1 of the preceding calendar year to the filing date, and removes the definition of "substantially the same" that previously allowed short-form filings in odd-numbered years.

• Modifies client disclosure requirements to require candidates for state elective offices to disclose names of clients "assisted or represented" before state agencies (rather than only "personally represented"), expanding the scope of required disclosures.

• Grants the State Ethics Commission discretion to determine the method and format for filing financial disclosure statements, including authority to require electronic filing, replacing the previous statutory requirement for alternating long and short forms.

• Removes the exemption that prevented Hawaii Correctional System Oversight Commission members from being subject to financial disclosure requirements under Sections 84-13 and 84-17.

• Takes effect upon approval.
