Permanently reinstates liability protections for county lifeguards that were previously repealed on June 30, 2017, under Act 170 (Session Laws of Hawaii 2002).

Exempts county lifeguards, employing counties, and the State from civil liability for acts or omissions while providing rescue, resuscitative, or other lifeguard services on beaches or in the ocean within the scope of employment.

Exception to liability does not apply when civil damages claims arise from a county lifeguard's gross negligence or wanton act or omission.

Adds a new section to Hawaii Revised Statutes Chapter 663, Part I defining "county lifeguard" and "employing county" for purposes of the exemption.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
