Extends the deadline for counties to adopt a surcharge on state tax ordinance from March 31, 2019, to December 31, 2020.

Allows counties that adopt surcharge ordinances between March 31, 2019, and December 31, 2020, to begin levying the surcharge on July 1, 2021.

Permits counties with populations of 500,000 or less that adopt surcharges after December 31, 2019, to use surcharge revenues exclusively for affordable housing infrastructure serving households with incomes up to 140 percent of area median income.

Requires counties adopting surcharges before January 1, 2020, to use revenues for public transportation and Americans with Disabilities Act compliance, with the option to also use funds for affordable housing infrastructure.

Prohibits counties from passing related infrastructure costs to developers of affordable housing projects serving households at or below 140 percent of area median income.
