Amends Hawaii Revised Statutes Section 92-2.5 to permit board members to attend public informational meetings, legislative hearings, conventions, seminars, or community meetings relating to official board business without restriction on the number of attendees.

Requires board members attending such informational meetings to report their attendance and matters discussed at the next duly noticed board meeting.

Adds exemption for county council members from the limit on attendees for meetings described in Section 92-2.5(e), allowing unlimited county councilmembers to attend public informational meetings or presentations together.

Clarifies that informational meetings must be open to the public and not specifically organized exclusively for or directed toward board members, and members may not make voting commitments during discussions.

Takes effect upon approval.
