Prohibits council, board, and commission members from voting or serving on permitted interaction groups if they fail to complete mandatory training on Native Hawaiian rights and the public trust within 12 months of appointment.

Members who fail to complete training must either complete it or obtain Senate confirmation by the end of the legislative session following their deadline, or be removed from their position.

Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to submit an annual report to the governor and legislature identifying members who failed to meet training requirements.

Mandates at least four members of the Board of Land and Natural Resources be appointed from nominees submitted by the Office of Hawaiian Affairs.

Mandates at least four members of the State Land Use Commission be appointed from nominees submitted by the Office of Hawaiian Affairs.
