Amends Hawaii Revised Statutes Section 26-56 to require the Commission on Salaries convening in 2024 to make salary recommendations effective through June 30, 2033 (eight fiscal years).

Starting with the commission convening in 2030, salary recommendations shall take effect on July 1 of the first fiscal year of the fiscal biennium after the immediately following fiscal biennium in which the recommendation was made.

Allows the commission to include incremental salary increases that take effect before the next commission convenes and remain in effect for the following fiscal biennium.

Maintains the six-year commission convening cycle and the legislature's ability to disapprove recommendations by concurrent resolution before adjournment sine die.

Effective date: July 1, 2050.
