Amends Section 444-8 of Hawaii Revised Statutes to modify the exemption allowing specialty contractors to perform work in multiple crafts or trades.

Changes the standard from "incidental and supplemental" work to requiring that work in unlicensed crafts or trades be "substantially less than and only incidental and supplemental" when measured by time and expense.

Adds a measurement requirement that specialty contractors must evaluate contracts based on both time and expense to determine if secondary work qualifies under the exemption.

Takes effect on January 1, 2050.
