• Issuance of certificates by the director of finance extinguishes all existing liens against motor vehicles covered under these procedures.

• Permits licensed dealers to request certificates of ownership or salvage certificates for vehicles deemed abandoned after owners fail to retrieve them within 30 days of notice, with affidavit requirement and lien extinguishment upon issuance.

• Effective July 1, 2050.
