Amends Hawaii Revised Statutes Section 46-4 to allow counties with populations less than 100,000 to enact zoning ordinances permitting amortization or phasing out of nonconforming single-family transient vacation rental units over a reasonable period of time.

Clarifies that the amortization or phasing out of nonconforming uses applies only to transient vacation rental units and does not apply to existing residential (single-family or duplex) or agricultural uses.

Makes minor grammatical corrections to Section 46-4, replacing "such" with "a" and "which" with "that" in the zoning authority provisions.

Applies to counties with fewer than 100,000 residents and allows elimination of nonconforming vacation rental units regardless of zoning classification.

Becomes effective upon approval.
