Changes the nominating authority for Hawaii Community Development Authority board members representing the three community development districts (Heeia, Kalaeloa, and Kakaako) from county councils to the president of the senate and speaker of the house of representatives, with one position each nominated by each legislative leader.

Clarifies that the Hawaii Community Development Authority has no jurisdiction over lands under the Stadium Authority's jurisdiction without Stadium Authority authorization.

Repeals Chapter 206E, Part IX of Hawaii Revised Statutes relating to the stadium development district.

Amends Act 268, Session Laws of Hawaii 2019 to transfer responsibility for the $20,000,000 general revenue appropriation and $180,000,000 revenue bond authorization from the Hawaii Community Development Authority to the Stadium Authority for stadium property development.

Authorizes the Stadium Authority to issue up to $180,000,000 in revenue bonds and appropriates $150,000,000 in general obligation bonds for stadium authority property development for public use.
