Requires landlords, lessors, or plaintiffs in summary possession actions to provide proof of funds for a one-way airplane ticket with baggage fees for two over-size bags back to the tenant's out-of-state primary residence before issuance of a writ of possession.

Applies only to room-and-board or rent-to-own residential tenancies established as a result of an advertisement, website, invitation, or other communication by the landlord that induced the tenant to relocate from out-of-state to Hawaii.

Requires landlords to reimburse tenants for applicable relocation fees incurred during the tenant's initial shipment of personal belongings to Hawaii.

Addresses concerns about out-of-state residents being lured to Hawaii with promises of work-for-room-and-board or rent-to-own arrangements who subsequently become homeless when unable to perform work or pay rent.

Takes effect on July 1, 2020.
