Appropriates $61,000,000 for each of fiscal years 2019-2020 and 2020-2021 for regional infrastructure and public facilities projects to support resettlement in Hawaii County following the Kilauea eruption.

Appropriates $55,000,000 for each of fiscal years 2019-2020 and 2020-2021 for temporary or permanent housing projects for the displaced population in Hawaii County.

Appropriates $23,000,000 for each of fiscal years 2019-2020 and 2020-2021 for emergency operations, equipment repair and maintenance, or emergency bypass route construction in Hawaii County.

Appropriates $10,000,000, $4,000,000, and $2,000,000 for each of fiscal years 2019-2020 and 2020-2021 to the Governor's Office, Department of Agriculture, and Department of Health respectively for administrative support, agricultural recovery programs, air quality monitoring, and mental health services.

Requires annual reports to the legislature on all expenditures and specifies that any state-funded projects later eligible for federal reimbursement shall have those funds deposited into the general fund, with reimbursements returned to the appropriate agencies.
