Prohibits noncompete and nonsolicit clauses in employment contracts for employees of technology businesses and employees earning at or below the greater of the applicable federal or state minimum wage or $15 per hour.

Voids any noncompete or nonsolicit clause included in employment contracts for covered low-wage workers.

Defines "technology business" as a trade or business deriving the majority of gross income from software development or information technology development, excluding broadcast industry and telecommunications carriers.

Defines key terms including "noncompete clause" (prohibiting post-employment work in a specific geographic area for a specific period) and "nonsolicit clause" (prohibiting solicitation of employer's employees after leaving).

Effective date: January 1, 2050.
