HB 1846 Summary

• Requires all state facilities with 10,000 square feet or larger (excluding Aloha Stadium facilities) to implement cost-effective energy efficiency measures or enter performance contracts by January 1, 2022 for facilities not implementing them since 2010, and by January 1, 2024 for all other facilities.

• Directs the Hawaii State Energy Office to collect utility bill and energy usage data monthly for all state-owned facilities and make this information publicly accessible.

• Allows agencies performing energy efficiency retrofitting to continue receiving budget appropriations for energy expenditures that account for costs and debt service related to energy efficiency measures implementation.

• Requires new state building construction designed after July 1, 2020 to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce project carbon footprint, where feasible and cost-effective.
