HB 1851 Summary

• Requires all new multi-unit dwellings to include grid-interactive water heater systems starting January 1, 2022, unless a renewable energy technology system is used for primary water heating.

• Defines "grid-interactive water heater system" as an electric resistance or heat pump water heater equipped with grid-integrated controls capable of participating in utility load control or demand response programs.

• Directs the Public Utilities Commission to adopt standards for grid-interactive water heater systems by July 1, 2021 to promote renewable energy objectives.

• Allows counties to establish their own procedures and standards to implement the requirement, and permits participation in utility demand-side management and public benefits fee programs.

• Takes effect July 1, 2050.
