Directs the Hawaii climate change mitigation and adaptation commission, in collaboration with the office of planning coastal zone management program, to conduct an inventory of critical public infrastructure vulnerable to sea level rise impacts.

Requires the commission to identify priority areas throughout the State subject to high rates of coastal erosion and sea level rise, design sea level rise impact zone maps, and develop adaptation plans with state and county agencies.

Mandates the commission provide specific recommendations to the legislature for policies addressing managed retreat, infrastructure relocation, or mitigation measures, including funding options and examples from other states and nations.

Requires the commission to report findings and recommendations to the legislature no later than twenty days prior to the convening of the 2022 regular legislative session.

Appropriates funds from general revenues for fiscal year 2020-2021 to support the commission's activities, with unencumbered moneys lapsing on June 30, 2022; bill takes effect July 1, 2050.
