Establishes a new waste management solution pilot project to be conducted by the University of Hawaii Water Resources Research Center to demonstrate new toilet and sewage treatment technologies at different scales and locations across the state.

Pilot project shall review and demonstrate technologies ranging from individual self-contained toilets for single homes to multi-unit systems and community-scale sewage treatment solutions.

Appropriates general revenue funds for fiscal year 2020-2021 to implement the pilot project (specific amount not filled in the bill text).

University of Hawaii Water Resources Research Center must submit reports on pilot project findings, recommendations, and proposed legislation to the legislature no later than twenty days before the regular sessions of 2021 and 2022.

Act takes effect July 1, 2050, and is repealed June 30, 2022, establishing a temporary three-year pilot program to address cesspool pollution contaminating Hawaii's water resources.
