Amends Section 291-51, Hawaii Revised Statutes, to expand the definition of "certificate of disability" to include persons disabled and in need of special accommodations to enter and exit their vehicle, in addition to those limited or impaired in the ability to walk.

Modifies the definition of "person with a disability" to potentially include individuals whose disability does not limit or impair walking ability but requires special accommodations to enter and exit their vehicle, as determined by a licensed physician or advanced practice registered nurse.

Allows persons with disabilities requiring vehicle entry/exit accommodations to qualify for disability parking permits under Hawaii law, expanding eligibility beyond the current walking-limitation criteria.

Takes effect upon approval.
