Requires insurers to send 30-day lapse or termination notices for long-term care policies by certified mail, commercial delivery service, or other methods providing proof of delivery instead of first class mail.

Mandates insurers notify insured individuals at each renewal premium (at least annually) of the right to designate one or more persons to receive lapse or termination notices.

Requires insurers to provide insured individuals the opportunity to update or change their written designations of persons to receive notice and to update the full name and home address of designated persons.

Ensures notices of lapse or termination are sent to both the insured and any designated third party or holder of the insured's power of attorney, with notice deemed given five days after mailing.

Takes effect December 31, 2059.
