Requires the Department of Public Safety to review and update annually its policies and procedures governing use of force, weapons, and equipment.

Mandates that each law enforcement officer be equipped with less-than-lethal weapons and receive adequate annual training in their use.

Requires the Law Enforcement Standards Board to review the department's use of force training, which must include decision-making, crisis intervention, de-escalation techniques, and less-than-lethal alternatives.

Appropriates $200,000 for fiscal year 2020-2021 for development and implementation of less-than-lethal use of force training and records management for deputy sheriffs.

Appropriates $200,000 for fiscal year 2020-2021 for purchase and maintenance of less-than-lethal equipment and weapons for certified deputy sheriffs.
