H.B. 1886 - Coffee Labeling Summary

• Expands coffee labeling requirements to include Hawaii-grown green coffee, cherry coffee, and parchment coffee in addition to roasted and instant coffee.

• Requires coffee blend labels to disclose the geographic and regional origins and percentage by weight of each coffee component in descending order.

• Establishes phased minimum percentage requirements for geographic origin claims: 20% (July 1, 2020 - June 30, 2021), 30% (July 1, 2021 - June 30, 2022), and 51% (July 1, 2022 onward).

• Prohibits use of "All Hawaiian" labeling unless the product is produced entirely from green coffee beans grown and processed in Hawaii.

• Appropriates unspecified general revenues to the department of agriculture for administering the coffee labeling requirements program; takes effect July 1, 2150.
