Amends Section 46-88 of Hawaii Revised Statutes to reduce acreage requirements for agricultural building exemptions in counties with land areas of 3,000 square miles or more (defined as "large counties").

In large counties, reduces the minimum contiguous acreage requirement from two acres to one acre for agricultural buildings to qualify for building permit and building code exemptions.

For large county properties of one to two acres, permits aggregate floor area of up to 3,000 square feet for one-story wood-framed agricultural buildings, plus up to 20,000 additional square feet if one building is a greenhouse.

Adds "large county" definition to statute as a county with land area of at least 3,000 square miles.

Maintains all existing conditions for exemptions including written notice to county agencies, final as-built certification, electrical and plumbing permit requirements, and wastewater compliance with Chapter 342D.
