Establishes a five-year food hub pilot program administered by the Department of Agriculture to support local food production and increase Hawaii's food security and self-sufficiency.

Awards grant funding to qualified applicants in Honolulu, Maui, Kauai, and Hawaii counties for construction of food hub infrastructure including aggregation, storage, processing, packaging, and cold storage facilities.

Eligible applicants include for-profit organizations, non-profit organizations, limited liability companies, and agricultural cooperatives with demonstrated experience and a detailed operational plan.

Requires the Department of Agriculture to submit interim reports to the legislature in 2021, 2022, 2023, and 2024, and a final report by 2025 recommending whether the program should become permanent.

Appropriates general revenues for fiscal year 2020-2021 to establish the program and award grant money to qualifying food hubs; takes effect July 1, 2112.
