Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity exceeding ten rounds, expanding the existing pistol-only restriction to all firearms types including rifles and shotguns.

Allows possession of large-capacity magazines legally owned prior to the Act's effective date and permits acquisition of such magazines through inheritance from prior legal owners.

Exempts law enforcement agencies and authorized officers from the prohibition for official purposes.

Permits use of large-capacity magazines as props for motion picture films and television production when authorized by the county police chief and compliant with federal law.

Establishes penalties of misdemeanor for unlawful possession of prohibited magazines, or class C felony (five years imprisonment without probation) when the magazine is inserted into a firearm.
