Requires helicopter owners and operators to submit monthly reports to the Department of Transportation detailing each flight taken during the calendar month.

Reports must include takeoff and landing times, number of passengers, complete flight paths with altitudes, and any deviations from the flight plan with explanations.

Reports must be submitted by 4:30 p.m. on the 15th day of the month following the month being reported.

Department of Transportation must post submitted reports to its website within one week of receipt and publish monthly summaries of public complaints about helicopters by region.

Failure to submit required reports constitutes a violation of Chapter 261, Hawaii Revised Statutes, subject to established penalties; effective date is July 1, 2050.
